Eisen Woonrevolutie

Er heerst een kunstmatige woningcrisis in Nederland. Dit is geen natuurverschijnsel, maar het gevolg van overheidsbeleid. De overheid stelt namelijk ons woonrecht ondergeschikt aan belangen van beleggers en huisbazen. Zolang de overheid toestaat dat beleggers en huisbazen flink veel geld wegsluizen uit de handen van huurders die in woningnood verkeren, is er geen eerlijk woonbeleid. Het mag niet zo zijn dat er mensen zijn die meerdere woningen bezitten en hier geld aan verdienen, terwijl anderen dak- of thuisloos zijn of moeite hebben met het vinden van een passende, fatsoenlijke, zekere woonruimte.

Wij eisen woonzekerheid voor iedereen. Wij eisen een radicaal ander en inclusief woonbeleid waarin woonrecht centraal staat. Wij eisen de huissleutels terug naar de Sleutelstad.

Het doel van het woonbeleid moet zijn dat er geen geld wordt verdiend aan basisbehoeften. Niemand zou een tweede huis moeten hebben voordat iedereen van vaste, duurzame huisvesting is voorzien. Voor de korte termijn stellen we de volgende eisen, die in dit nieuwe jaar nog kunnen worden ingevoerd.

WOONZEKERHEID VOOR IEDEREEN

Eis #1 – Mensen worden niet meer uit hun huis gezet, ook niet bij huurachterstand. De burgemeester sluit geen woningen. De politie wordt dan ook niet ingezet om huizen te ontruimen.

Eis #2 – Sociale huur wordt zo laag mogelijk, dat betekent geen winstoogmerk voor de woningcorporaties. De gemeente zorgt voor nieuwe sociale woningbouw.

Eis #3 – Alle nieuwe woningen zijn volledig toegankelijk voor iedereen en voldoen aan de strengste eisen van duurzaamheid, toegankelijkheid en gezondheid en het moet makkelijker worden om bestaande woningen aan te passen.

Eis #5 – De gemeente, de hogeschool en de universiteit nemen hun verantwoordelijkheid voor de huisvesting van alle studenten, in het bijzonder van internationale studenten en studenten in een lagere sociaal-economische klasse, en zorgen dat iedere student fatsoenlijk en passend onderdak heeft – ongeacht nationaliteit, afkomst, huidskleur, documenten/migratiestatus, opleidingsniveau, beperkingen, genderidentiteit, seksuele oriëntatie, etc.

INCLUSIEF WOONBELEID

Eis #6 – Leiden biedt onderdak aan vluchtelingen, ook als zij zogenaamd zijn uitgeprocedeerd of ongedocumenteerd zijn. Bed, Bad, Brood komt terug.

Eis #7 – Beëindig dakloosheid. Iedereen die dak- of thuisloos is, krijgt onvoorwaardelijk vast onderdak.

Eis #8 – Kraakpanden worden niet ontruimd. De basisbehoefte aan huisvesting en woonrechten gaat boven abstract eigendom. Kraken wordt legaal.

Eis #9 – Verbeter de toegankelijkheid voor mensen die door de huidige maatschappij worden beperkt in het vinden van passende woonruimte: beëindig validisme, racisme, homofobie, seksisme, transfobie, xenofobie, klassisme. Geen Rotterdamwet in Leiden.

Eis # 10: Bied ruimte aan mensen om te wonen op manieren die bij hen en hun leefsituatie passen: denk hierbij aan wooncoöporaties en andere vormen van gezamenlijk wonen die niet uitgaan van traditionele gezins- en samenlevingsvormen.

DE OVERHEID KIEST VOOR WONERS, NIET VOOR INVESTEERDERS

Eis #11 – Een strenge huurverordening voor verhuurders. Boetes en onteigening in geval van oneigenlijk inhouden van borg, dreigen met huisuitzetting, illegale huurverhoging, discriminatie, niet houden aan de maximale huurprijs volgens het puntensysteem en achterstallig onderhoud. Creëer een toegankelijk meldpunt waar huurders melding kunnen maken van discriminatie en andere overtredingen.

Eis #12 – Weer beleggers door een woonplicht en een leegstandsbelasting op te leggen in de gehele stad.

HUURDERS VERENIGEN ZICH

Eis #13 – Als huurders verenigen we ons in woonbonden, bewonersorganisaties en belangenorganisaties om onze woonrechten terug te eisen. Huissleutels terug naar de Sleutelstad!

Demands Woonrevolutie

There is an artificial housing crisis in the Netherlands. This is not a natural phenomenon, but the result of government policy. The government prioritizes the interests of landlords and investment companies over our right to housing. As long as the government allows investment companies and landlords to extract money from tenants, we will not have a fair housing policy. We as a society cannot allow that people own multiple houses and make money out of this, while others are homeless or in need of proper, fitting, secure housing.

We demand housing security for all. We demand a radically different and inclusive housing policy in which our right to housing is central. We demand the house keys back to the Sleutelstad.

The goal of housing policy should be that no profit is being made off of basic needs. No-one should have a second house before everyone is permanently, durably housed. In the short term we make the following demands, which can already be implemented in this new year:

HOUSING SECURITY FOR EVERYONE

Demand #1 – People will not be evicted from their homes, including in cases when rent is not paid. The mayor does not close down housing. Police is, therefore, not used for eviction.

Demand #2 – Social housing becomes as cheap as possible, without profit motive by the wooncorporaties. The municipality takes care of new housing construction.

Demand #3 – All new housing is completely accessible for everyone, and lives up to the highest standard of durability, accessibility and health and and it should be easier to modify current housing.

Demand #4 – The municipality stops any cooperation with developers using temporary housing contracts, as well as anti-squatting agencies.

Demand #5 – The municipality, the university of applied sciences (Hogeschool) and the university take their responsibility for housing all students, especially international students and students in a lower social-economic class, and ensure that every student has access to housing – regardless of nationality, origin, ethnicity, documentation, level of education, disability, gender identity, sexual orientation, etc.

INCLUSIVE HOUSING POLICY

Demand #6 – Leiden provides housing for refugees, even if they have been so-called ‘processed’ or if they are so-called ‘undocumented’. The ‘Bed, Bath & Bread’-provision is reinstated.

Demand #7 – End homelessness. Everyone who is homeless receives unconditional permanent housing.

Demand #8 – Squatted buildings are not vacated. The basic need and human right for housing comes before abstract property. Squatting is to become legal.

Demand #9 – Enforce strict demands for accessibility for people who are impaired by our society. End ableism, racism, homophobia, sexism, transphobia, classism an xenophobia. No Rotterdam Law in Leiden.

Demand #10 – Provide space for people to live in ways that suit them and their living situations, such as: housing associations and other types of cohabitation/collective housing that are not based on traditional nuclear family and cohabitation forms.

THE GOVERNMENT CHOOSES FOR TENANTS, NOT INVESTORS

Demand #11 – A strict tenancy edict for landlords. Fines and expropriation should result when deposits are unlawfully withheld, people are threatened with eviction, rent is illegally raised, tenants are discriminated against, rents are too high according to the ‘puntensysteem’, or when maintenance is overdue. Ensure an accessible, low-threshold service point where tenants can report discrimination and other offenses.

Demand #12 – Protect Leiden from investors by requiring owners to live in their properties and implementing a vacancy tax.

Demand #13 – We tenants will unite in tenant unions, habitant committees and pressure groups to claim our housing rights. House keys back to the Sleutelstad!
